Missing polygons

A source dataset silently omits polygons for some regions (e.g. a boundary file missing a newly incorporated municipality), leaving gaps in cell coverage with no explicit null marker.

Detection

Expected region-id list (from a canonical registry) has entries absent from the delivered geometry set.

Mitigation

Reconcile delivered feature ids against a canonical registry every load
Alert on any expected id with no matching geometry rather than fail silently
